Swallowtail Skirt

A beautiful and dramatic layered skirt.
The skirt is built over an underlayer of white or black plain cotton, with a frilled hem. The overskirt is frilled and trimmed with delicate narrow lace, and has two gathers in the back to form a bustle effect. These can be pulled up or worn down to arrange the skirt in different ways.
